also to preserve close touch between them and to minimise
the possibilities of divergent methods I am entirely in
favour of continuing the present arrangement by which both
reside at Taipo, which is a central place and will become
an important one when the Railway is opened. Moreover
L quarters and offices have already been erected here for

both officers, and it is necessary that both should have
constant access to the Land records which are enormously
bulky (occupying a cukic space of 34 cubic feet, and com-
prising some One thousand one hundred and twenty six volumes

One or other officer would always be at Headquarters (Taipo)
while one or other would be frequently on tour, and would
in each district visited carry out all the duties demanding
attention at the moment, e.g. settle land questions, hear
and decide any disputes, either in his capacity as a Magis-
trate or in the exercise of his executive functions,
visit
the Police Stations and the Local schools (if any) and in-
spect any Public works which might be in progress.

Such changes in the estimates as
will be required under these proposals, can if they meet
with Your Lordship's approval be easily effected by a
transfer of funds to the new Head from the various depart-
ments in which the services are at present provided.
